Bu alaylar, yeni yetme a\u011fac\u0131klardan, Osmanl\u0131ya ba\u011fl\u0131-ba\u011f\u0131ml\u0131<br \/>\nM\u00eer aileleri ve emirliklerinden ve de Bab\u0131\u00e2li de yeti\u015ftirilmi\u015f \u201cisyan<br \/>\nart\u0131klar\u0131n\u0131n o\u011ful ve akrabalar\u0131 taraf\u0131ndan olu\u015fturulmu\u015flard\u0131.<\/p>\n<p class=\" \">\u201cOsmanl\u0131 y\u00f6netici \u00e7evreleri K\u00fcrt a\u015firetlerini ellerinin<br \/>\nalt\u0131ndaki yedek bir g\u00fcce \u00e7evirmek i\u00e7in \u00e7abal\u0131yordu. Bu yoldan K\u00fcrt\u2019leri denetim<br \/>\nalt\u0131nda tutmay\u0131 umuyor, ayr\u0131ca onlar arac\u0131l\u0131\u011f\u0131yla devlet otoritesini sa\u011flamak,<br \/>\nK\u00fcrtlerin m\u00fccadelesi de dahil olmak \u00fczere, T\u00fcrk olmayan etnik topluluklar\u0131n<br \/>\nmilliyet\u00e7i hareketlerini \u00f6nlemek ve Rusya\u2019yla s\u0131n\u0131r b\u00f6lgelerinde kar\u0131\u015f\u0131kl\u0131k<br \/>\n\u00e7\u0131kartmak istiyorlard\u0131. Dahas\u0131 gelecekte \u00f6zellikle Rusya\u2019ya kar\u015f\u0131 olas\u0131 bir<br \/>\nsava\u015fa ya da sava\u015flara daha aktif kat\u0131lmalar\u0131n\u0131 sa\u011flamaya \u00e7al\u0131\u015f\u0131yorlard\u0131.<br \/>\nGe\u00e7ti\u011fimiz y\u00fczy\u0131l\u0131n sonlar\u0131nda 2. Abd\u00fclhamit\u2019e atfen Hamidiye Alaylar\u0131 ad\u0131<br \/>\nverilen d\u00fczensiz K\u00fcrt a\u015firetlerinden olu\u015fan askeri birliklerini kurmaya<br \/>\ngiri\u015filmesinin temelinde yatan neden buydu. Bu askeri birimlere en \u00fcst d\u00fczeyde<br \/>\nve ayr\u0131nt\u0131l\u0131 bir nizamnameyle d\u00fczenlenmi\u015f, resmi bir ilgi g\u00f6steriliyordu. Buna<br \/>\ng\u00f6re alaylara kat\u0131lmak isteyen a\u015firetler her hane ba\u015f\u0131na bir \u201cs\u00fcvari<br \/>\nverecekti.<\/p>\n<p class=\" \"><strong>S\u00fcvariler a\u015fa\u011f\u0131daki s\u0131n\u0131flarda 23 y\u0131l askerlik yapmak<br \/>\nzorundayd\u0131<\/strong><\/p>\n<p class=\" \"><strong>1)-<\/strong>Hizmet s\u00fcresi 3 y\u0131l olan ihzariye s\u0131n\u0131f\u0131na al\u0131nan<br \/>\n17 ya\u015f\u0131ndaki gen\u00e7ler bu ama\u00e7la haz\u0131rlanm\u0131\u015f \u00f6zel bir askeri kitaptaki talimatlar<br \/>\nuyar\u0131nca oturduklar\u0131 yerde askerlik e\u011fitimi g\u00f6r\u00fcyorlard\u0131.<\/p>\n<p class=\" \"><strong>2)-<\/strong>Askere al\u0131nma zaman\u0131na ba\u011fl\u0131 olarak 20 ile 32 ya\u015f<br \/>\naras\u0131ndaki ki\u015filerin al\u0131nd\u0131\u011f\u0131 nizamiye s\u0131n\u0131f\u0131n\u0131n hizmet s\u00fcresi 12 y\u0131ld\u0131. Bu<br \/>\ns\u0131n\u0131f mensuplar\u0131 aral\u0131klarla s\u00fcrekli e\u011fitim g\u00f6r\u00fcyorlard\u0131 ve \u00e7a\u011fr\u0131 ald\u0131klar\u0131nda<br \/>\n24 saat i\u00e7erisinde atlar\u0131yla birlikte tam te\u00e7hizatl\u0131 olarak haz\u0131r olmalar\u0131<br \/>\ngerekiyordu.<\/p>\n<p class=\" \"><strong>3)-<\/strong>Hizmet s\u00fcresi 8 y\u0131l\u0131 bulan ihtiyatiye s\u0131n\u0131f\u0131<br \/>\ne\u011fitime kat\u0131lmalar\u0131 gerekmeyen ama ola\u011fan \u00fcst\u00fc durumlarda fiili hizmete<br \/>\n\u00e7a\u011fr\u0131lan 33 ile 40 ya\u015f aras\u0131ndaki s\u00fcvarileri kaps\u0131yordu.<\/p>\n<p class=\" \">Her \u00fc\u00e7 s\u0131n\u0131fta da s\u00fcvari kendi at\u0131n\u0131 temin etmek zorundayd\u0131<br \/>\nama hem fiili hizmet s\u0131ras\u0131nda hem de ba\u015flang\u0131\u00e7ta y\u0131lda 3 ay olan daha sonra<br \/>\n5-6 haftaya indirilen e\u011fitim d\u00f6neminde b\u00fct\u00fcn masraf\u0131 devlet\u00e7e<br \/>\nkar\u015f\u0131lanmaktayd\u0131. B\u00f6ylece geli\u015febilecek<br \/>\nolas\u0131 durumlara kar\u015f\u0131 bir nevi emniyet supab\u0131 yarat\u0131l\u0131yordu. \u0130haneti \u00f6ne verip<br \/>\npar\u00e7alamak ve silahland\u0131r\u0131p \u00e7at\u0131\u015ft\u0131rmak suretiyle toplumsal gelenek ve<br \/>\ng\u00f6reneklerin dibine b\u00f6ylece dinamit konulmu\u015f oluyordu. K\u00fcrt toplumsal yap\u0131s\u0131nda<br \/>\na\u015firetler aras\u0131 \u00e7eli\u015fkiler, tarihsel olu\u015fumdan kaynakl\u0131 zaten derinden<br \/>\nya\u015fanmaktad\u0131r. Biz bu zay\u0131flat\u0131c\u0131 ve d\u00fc\u015f\u00fcr\u00fcc\u00fc ger\u00e7ekli\u011fe \u00f6zel bir m\u00fcdahalenin alt\u0131ndan<br \/>\n\u00e7\u0131k\u0131lmaz durumlar yaratt\u0131\u011f\u0131n\u0131, y\u00fcz y\u0131l sonra K\u00fcrdistan Ulusal Kurtulu\u015f<br \/>\nHareketine kar\u015f\u0131, kimi varl\u0131\u011f\u0131 yoklu\u011fu belli olmayan a\u015firetlerin<br \/>\nsilahland\u0131r\u0131larak korucula\u015ft\u0131r\u0131lmalar\u0131n\u0131n ne d\u00fczeyde toplumsal ahlak\u0131 tarumar<br \/>\netmelerinde t\u00fcm a\u00e7\u0131kl\u0131\u011f\u0131yla g\u00f6recektik. K\u00fcrtlerde o me\u015fhur olan \u201csonradan<br \/>\ng\u00f6reni pa\u015fa yapm\u0131\u015flar \u00f6nce babas\u0131n\u0131 kesmi\u015f  atas\u00f6z\u00fc, bu olay\u0131 kavratmak<br \/>\na\u00e7\u0131s\u0131ndan olduk\u00e7a \u00f6nemlidir. Devletin sonradan g\u00f6rmeleri silahland\u0131r\u0131p eline<br \/>\ng\u00fc\u00e7 vererek, kendine muhalif bildiklerinin \u00fczerine s\u00fcrmesinin, sar\u0131lmas\u0131 g\u00fc\u00e7<br \/>\nyaralara ve hastal\u0131klara yol a\u00e7t\u0131\u011f\u0131n\u0131 herkes g\u00f6rm\u00fc\u015ft\u00fcr.<\/p>\n<p class=\" \">\u00d6rne\u011fin giderek d\u00fcnyada geli\u015fen ve geli\u015ftirilen koruculuk<br \/>\nsistemi b\u00f6yle bir sistemdir. Egemenler i\u015fgal ettikleri topraklar\u0131 daha rahat<br \/>\nkontrol edebilmek i\u00e7in ve i\u015fgal edilen topraklarda yurt edinen insanlar\u0131n bir<br \/>\nk\u0131sm\u0131n\u0131 kendi yanlar\u0131na \u00e7ekip g\u00fc\u00e7 dengesini lehlerine \u00e7evirmek i\u00e7in her zaman<br \/>\n\u00f6zel \u00e7abalar harcam\u0131\u015flard\u0131r. \u0130lk i\u015fbirlik\u00e7i, ayn\u0131 zamanda ilk korucu anlam\u0131na<br \/>\ngelmektedir. \u0130\u00e7ten fethetme diye bilinen bu y\u00f6ntemi egemenler \u00e7ok\u00e7a kullanm\u0131\u015flard\u0131r.<br \/>\nVe \u00f6yle g\u00f6r\u00fcl\u00fcyor ki, yeni modern d\u00fcnyada da en etkili silahlardan bir tanesi<br \/>\nyine bu koruculuk sistemi olmaktad\u0131r. D\u00fcnyan\u0131n en modern g\u00fcc\u00fc ABD\u2019nin, en son<br \/>\nIrak\u2019ta daha do\u011frusu Ba\u011fdat\u2019ta t\u00fcm giri\u015fimlerine ra\u011fmen h\u00e2kimiyet<br \/>\nsa\u011flayamad\u0131\u011f\u0131n\u0131 herkes g\u00f6rd\u00fc. Ancak ne zaman ki yerelden olu\u015fan bizim<br \/>\ntabirimizle koruculuk sistemini (Sons of Iraq) g\u00fcndemine al\u0131p geli\u015ftirdi, i\u015fte<br \/>\no zaman \u00e7ok h\u0131zl\u0131 bir \u015fekilde Ba\u011fdat \u00fczerindeki egemenli\u011fini beklenmedik bir<br \/>\ntempoda artt\u0131rd\u0131. Ayn\u0131s\u0131n\u0131 Afganistan\u2019da da yapmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131 bilinmektedir.<\/p>\n<p class=\" \">\u0130\u015fte Osmanl\u0131\u2019n\u0131n daha do\u011frusu Abd\u00fclhamit\u2019in, Hamidiye<br \/>\nAlaylar\u0131n\u0131 olu\u015ftururken benzer bir mant\u0131kla d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc a\u00e7\u0131kt\u0131r. Asl\u0131nda yap\u0131lan<br \/>\ntarihi d\u00fc\u011f\u00fcme, yeni bir d\u00fc\u011f\u00fcm daha eklemekti. K\u00fcrt a\u015firetleri yeniden<br \/>\nba\u015fkas\u0131n\u0131n aleyhine ama kendisinin lehine gibi g\u00f6r\u00fcnen d\u0131\u015f men\u015feili<br \/>\npolitikalar\u0131n aleti oluyorlard\u0131. Dedi\u011fimiz gibi y\u00fczy\u0131l sonra ayn\u0131 d\u00fc\u015fman ama bu<br \/>\nkez Osmanl\u0131 olarak de\u011fil, T\u00fcrkiye Cumhuriyet Devleti, \u0130ran, Irak ve Suriye<br \/>\nDevletleri olarak bu oyunu derinle\u015ftirerek s\u00fcrd\u00fcrecektir. Koruculu\u011fu<br \/>\ngeli\u015ftirerek o y\u0131llar\u0131n derinlerde gizlenmi\u015f, bast\u0131r\u0131lm\u0131\u015f, i\u00e7e at\u0131lm\u0131\u015f intikam<br \/>\nduygular\u0131n\u0131 hortlatarak, K\u00fcrt Halk\u0131\u2019n\u0131n ba\u015f\u0131na bela olacak bu \u00f6l\u00fcmc\u00fcl hastal\u0131\u011f\u0131<br \/>\nsuni olarak yaratmas\u0131n\u0131 bileceklerdi.<\/p>\n<p class=\" \">Hamidiye Alaylar\u0131nda oldu\u011fu gibi koruculuk da bu par\u00e7alay\u0131c\u0131<br \/>\nihanet rol\u00fcnden dolay\u0131 maa\u015flarla \u00f6d\u00fcllendirilmi\u015ftir. A\u015firetler aras\u0131 \u00e7eli\u015fkiler<br \/>\nderinle\u015ftirilmi\u015ftir. D\u00fc\u015fmanla\u015ft\u0131r\u0131lm\u0131\u015f a\u015firetler birbiriyle u\u011fra\u015f\u0131rlarken,<br \/>\ni\u015fgalciye kar\u015f\u0131 eylem yapma bilincinden uzakla\u015farak tam bir k\u0131skaca al\u0131nm\u0131\u015f<br \/>\noluyorlard\u0131.<\/p>\n<p class=\" \">Bunun i\u00e7indir ki  bu alaylar\u0131n ilk ba\u015fta 1891 y\u0131l\u0131nda<br \/>\nsay\u0131lar\u0131 40 iken, 1893 y\u0131l\u0131ndan sonra 63 b\u00fcy\u00fck a\u015firetten 80 ile 100 aras\u0131 alay<br \/>\nolu\u015fturulacakt\u0131r. Bu alaylar\u0131n say\u0131lar\u0131n\u0131 dikkate ald\u0131\u011f\u0131m\u0131zda, ne kadar etkili<br \/>\nbir politika y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fc de kendili\u011finden anla\u015f\u0131lacakt\u0131r. Her alay 800 ile 1000<br \/>\naras\u0131 silahl\u0131 askerden m\u00fcte\u015fekkil oldu\u011funu da hesaba katt\u0131\u011f\u0131m\u0131zda ne kadar<br \/>\netkili bir g\u00fc\u00e7 oldu\u011fu kendili\u011finden ortaya \u00e7\u0131kmaktad\u0131r. Baz\u0131 a\u015firetler 8 alay<br \/>\n\u00e7\u0131kar\u0131rken baz\u0131lar birer, ancak K\u00fcrtlerin b\u00fcy\u00fck bir k\u0131sm\u0131 alaylara evlatlar\u0131n\u0131<br \/>\nvermemi\u015flerdir. Alay \u00e7\u0131karan a\u015firetler: Haydaran 8, Hesenan 8, Sipkan ve Zilan<br \/>\n3\u2019er, Celali 2, Milan 5, Zirkan 2, Karake\u00e7i, Alikan, Re\u015fkotan, Botan, Cibran,<br \/>\nBerazan gibi daha ba\u015fka a\u015firetler de evlatlar\u0131n\u0131 bu alaylara vermi\u015flerdir.<\/p>\n<p class=\" \">Hamidiye Alaylar\u0131, dedi\u011fimiz gibi bir\u00e7ok konuda emniyet<br \/>\nsupab\u0131d\u0131rlar. O y\u0131llarda ad\u0131m ad\u0131m geli\u015fen Ermeni hareketine kar\u015f\u0131 da \u00f6zelde<br \/>\nK\u00fcrdistan\u2019da Osmanl\u0131lar\u0131n kulland\u0131klar\u0131 en etkili silah, ihanete saplanm\u0131\u015f bu<br \/>\nolu\u015fumlar olacakt\u0131r. Osmanl\u0131lar\u0131n katliamc\u0131 politikalar\u0131n\u0131 yer yer g\u00f6n\u00fcll\u00fc<br \/>\nuygulayarak kraldan daha kralc\u0131 kesilmeleri, halklar\u0131n karde\u015fli\u011fi temelindeki<br \/>\ntoplumsal ahlak\u0131n, bu klonla\u015fm\u0131\u015f yapay olu\u015fum taraf\u0131ndan ne kadar tahrip<br \/>\nedildi\u011fi iyi g\u00f6r\u00fclmelidir.<\/p>\n<p class=\" \">Bu durumu yine K\u00fcrt tarih\u00e7isi Kemal Mazhar Ahmed daha somut<br \/>\nolarak: \u201cS\u00f6z\u00fc edilen politika \u00e7ok ge\u00e7meden bir Ermeni dizi katliam\u0131 bi\u00e7imine<br \/>\nb\u00fcr\u00fcnd\u00fc ve \u00f6nce A\u011fustos-Eyl\u00fcl 1894\u2019te Sason b\u00f6lgesinde ba\u015flad\u0131. Askerler ve<br \/>\nzaptiyeler baz\u0131 canilerle birlikte bu b\u00f6lgenin insanlar\u0131na kar\u015f\u0131 ya\u015f ve<br \/>\ncinsiyet ayr\u0131m\u0131n\u0131 g\u00f6zetmeyen bir katliama giri\u015ftiler ve k\u0131sa bir s\u00fcrede 40 k\u00f6y\u00fc<br \/>\nyok ederek yakla\u015f\u0131k 10 000 insan\u0131 \u00f6ld\u00fcrd\u00fcler. Bu ilk \u201cba\u015far\u0131dan  bir y\u0131l sonra<br \/>\n\u00e7ok daha sars\u0131c\u0131 olan ikinci katliam ba\u015flad\u0131. Eyl\u00fcl 1895\u2019te padi\u015fah\u0131n<br \/>\n\u0130stanbul\u2019daki adamlar\u0131 Ermeni\u2019lere y\u00f6nelik sald\u0131r\u0131lara koyularak bir\u00e7o\u011funu<br \/>\n\u00f6ld\u00fcrd\u00fcler, hapse at\u0131larak katliamdan kurtulanlar \u201c\u015fansl\u0131  ki\u015filerdi. Ard\u0131ndan<br \/>\nbu k\u0131y\u0131m Bat\u0131 Ermenistan kentlerine ve Diyarbak\u0131r, Mu\u015f gibi Ermeni sakinlerinin<br \/>\nde bulundu\u011fu K\u00fcrt y\u00f6relerinin de aralar\u0131nda bulundu\u011fu ba\u015fka yerlere de s\u0131\u00e7rad\u0131.<br \/>\nBurada verebilece\u011fimiz birka\u00e7 \u00f6rnek bu olaylar\u0131n ula\u015ft\u0131\u011f\u0131 muazzam boyutlar\u0131<br \/>\ng\u00f6stermeye yeter de artar. \u0130stanbul da sadece iki g\u00fcn i\u00e7inde 5500 Ermeni yok<br \/>\nedildi. Bu arada haliyle bir\u00e7ok Hristiyan\u2019da, Ermeni san\u0131larak \u00f6ld\u00fcr\u00fcld\u00fc.<br \/>\nFrans\u0131z\u2019lar\u0131na yay\u0131nlad\u0131\u011f\u0131 Sar\u0131 Kitap tak\u0131 bilgilere g\u00f6re Diyarbak\u0131r \u2019deki<br \/>\nErmeni Katliam\u0131 1 Kas\u0131m 1895\u2019te ba\u015flayarak \u00fc\u00e7 g\u00fcn s\u00fcrd\u00fc. Bu kentte \u201csalavat<br \/>\ngetir  s\u00f6zleriyle yakla\u015f\u0131k 3 000 insan \u00f6ld\u00fcr\u00fcld\u00fc ve \u00e7evredeki 120 k\u00f6y y\u0131k\u0131ld\u0131.<br \/>\nYaln\u0131z kent i\u00e7inde onlarca k\u0131z ve kad\u0131na tecav\u00fcz edildi  kent d\u0131\u015f\u0131nda da bu t\u00fcr<br \/>\nolaylar al\u0131p ba\u015f\u0131n\u0131 gitti. Katliam\u0131n \u00fc\u00e7 g\u00fcn\u00fcnden biri katil ve soyguncular\u0131n<br \/>\nErmeni\u2019lere ait d\u00fckkanlara d\u00f6n\u00fck ya\u011fma ve sald\u0131r\u0131lar\u0131yla ge\u00e7ti  bunlar<br \/>\ndiledikleri gibi insanlar\u0131 \u00f6ld\u00fcrd\u00fcler yada yaralad\u0131lar  demektedir. Kapitalist modernite<br \/>\nd\u00f6neminin ilk ve en kapsaml\u0131 soyk\u0131r\u0131m\u0131n\u0131n hen\u00fcz daha ba\u015flang\u0131\u00e7 y\u0131llar\u0131nda,<br \/>\nyaln\u0131zca 1895\u20131896 y\u0131llar\u0131 aras\u0131nda tam olarak 300 bin Ermeni\u2019nin katledildi\u011fi<br \/>\ns\u00f6ylenir. Di\u011fer taraftan ayn\u0131 \u015fekilde direnenlerin \u00e7ocuklar\u0131 da<br \/>\n\u0131slah edilmek ve sonradan emniyet supab\u0131 olarak kullan\u0131lmak \u00fczere bu okullarda<br \/>\nrehin olarak yeti\u015ftiriliyorlard\u0131.
