Egemenler ve yerel i\u015fbirlik\u00e7i u\u015faklar\u0131 her kesin kendilerine ko\u015fulsuz \u015farts\u0131z ve amas\u0131z biat ve itaat etmelerini isterler. \u0130taat etmeyi kabul etmeyip \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc savunan kesimler ise egemen beyler ve u\u015faklar\u0131n\u0131n \u00f6fkesine maruz kal\u0131rlar<\/b><\/p>\n<p>\t\t\t\t\t\t\t <img decoding=\"async\" src=\"http:\/\/lekolin.org\/wp-content\/uploads\/2020\/03\/4799-1.jpg\">\n\t\t\t\t\t\t<\/div>\n<p>\t\t\t\t\t\tBir yeri veya halk\u0131 kendi egemenli\u011fi alt\u0131na almak ve kendi<br \/>\nbayra\u011f\u0131n\u0131 \u00f6zg\u00fcr yerlerde dalgaland\u0131rmak i\u00e7in tarihten nice \u015fehir, olu\u015fum, halk<br \/>\nve topluluk y\u0131k\u0131lm\u0131\u015f ve silinmi\u015ftir. Ki biz \u015fuan baz\u0131 halk ve \u015fehirlerin ad\u0131n\u0131<br \/>\nhat\u0131rlamaktay\u0131z ve bilmekteyiz. Arkeoloji bilimi bu konuda tarihte egemen<br \/>\nbeylerin \u00f6fkesine maruz kalan yerleri g\u00fcn y\u00fcz\u00fcne \u00e7\u0131karmakla u\u011fra\u015fmaktad\u0131r.<br \/>\nEgemenler her ko\u015fula g\u00f6re en sonu\u00e7 al\u0131c\u0131 y\u00f6ntemi uygulamaktayd\u0131lar. Tarihte<br \/>\n\u00e7o\u011funlukla, b\u00fcy\u00fck sava\u015f, soyk\u0131r\u0131m, b\u00fcy\u00fck g\u00f6\u00e7ler ve y\u0131k\u0131k \u015fehirler olmu\u015ftur.<br \/>\nEgemenler sald\u0131rd\u0131klar\u0131 devletlerin \u015fehirlerini viraneye \u00e7evirmekteydiler.<br \/>\nTarihin ilerlemesiyle birlikte bu kayb\u0131 y\u00fcksek olan y\u00f6ntemin yerine, hedef<br \/>\nb\u00f6lgenin i\u00e7ten tasfiyesini ama\u00e7layan yeni y\u00f6ntemler geli\u015ftirildi. Bir b\u00f6lge<br \/>\nveya \u015fehir veya halk\u0131n \u00fczerine giden t\u00fcm yollar\u0131 kesip, ekonomik, siyasi ve<br \/>\ntoplumsal ba\u011flar\u0131n\u0131 kopar\u0131rsan e\u011fer o halk fazla direnemez ve k\u0131sa bir s\u00fcrede<br \/>\nya teslim olup biat anla\u015fmas\u0131 imzalard\u0131 ya da kendi i\u00e7inde a\u00e7l\u0131k ve yokluktan<br \/>\ndolay\u0131 t\u00fckenip giderlerdi. Bu duruma gelen bir halka veya b\u00f6lgeye son darbeyi<br \/>\nde yine egemen g\u00fc\u00e7ler vurmaktayd\u0131. Bunlara kar\u015f\u0131 halklar\u0131nda kendini savunma<br \/>\nmekanizmalar\u0131 geli\u015ftirmesi ka\u00e7\u0131n\u0131lmaz oldu. Ama b\u00fcy\u00fck ordu, imparatorluk ve<br \/>\ndevletlerle \u00e7at\u0131\u015fmakta kolay de\u011fildi. <\/p>\n<p class=\" \">Tarihte bu duruma maruz kalan Ba\u011fdat \u015fehrini \u00f6rnek<br \/>\nverebiliriz. MS 1200\u2019l\u00fc y\u0131llar\u0131n ortas\u0131nda Abbasi \u0130mparatorlu\u011funun ba\u015fkenti<br \/>\nolan ve d\u00fcnyan\u0131n en b\u00fcy\u00fck \u015fehri durumunda olan \u015fehir Mo\u011follar\u0131n sald\u0131r\u0131s\u0131na<br \/>\nmaruz kalm\u0131\u015f ve bu sald\u0131r\u0131 sonucunda 200 binden fazla insan \u00f6ld\u00fcr\u00fclm\u00fc\u015f, Abbasi<br \/>\n\u0130mparatorlu\u011fu y\u0131k\u0131lm\u0131\u015f ve \u0130slam Halifeli\u011fi durdurulmu\u015f (sonradan Meml\u00fckler<br \/>\nhalifeli\u011fi devral\u0131r) ve o muhte\u015fem \u015fehir yerle bir edilir. Ayr\u0131ca tarihte<br \/>\nbir\u00e7ok K\u00fcrt \u015fehri de bu duruma maruz kalm\u0131\u015f. \u00d6rne\u011fin Ser\u00eakan\u00ee \u015fehri tarihte 7<br \/>\nkere y\u0131k\u0131lm\u0131\u015f ve tekrardan kurulmu\u015ftur. Ve ayr\u0131ca ad\u0131n\u0131 virane olmaktan alan<br \/>\nW\u00earan\u015far (Viran\u015fehir) de ayn\u0131 duruma maruz kalm\u0131\u015f. Ciz\u00eer \u015fehri de Osmanl\u0131<br \/>\nzaman\u0131nda, Botan Beyli\u011fi \u0130syan\u0131 zaman\u0131nda y\u0131k\u0131lm\u0131\u015f ve katliamlara maruz kalm\u0131\u015f.<br \/>\n1900\u2019l\u00fc y\u0131llarda D\u00earsim \u015fehri bu duruma maruz kalm\u0131\u015f ve katliamlarla direnci<br \/>\nk\u0131r\u0131lmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015f, bunun sonucunda da 70 binden fazla insan katledilmi\u015f ve<br \/>\non binlerce yurtta\u015f yerinden yurdundan s\u00fcr\u00fclm\u00fc\u015f. <\/p>\n<p class=\" \">\u00d6zellikle K\u00fcrt halk\u0131ndaki direni\u015f gelene\u011fi tarih boyunca<br \/>\ndevam etmi\u015f ve g\u00fcn\u00fcm\u00fczde de halen devam etmektedir. Bu direni\u015f gelene\u011fine en<br \/>\nb\u00fcy\u00fck \u00f6rne\u011fi Bakur\u00ea K\u00fcrdistan\u2019da geli\u015fen \u015fehir direni\u015flerini g\u00f6sterebiliriz.<br \/>\nBa\u015fta S\u00fbr, Ciz\u00eer ve N\u00ees\u00eab\u00een gibi \u015fehirlerde devletin inkarc\u0131 ve imhac\u0131<br \/>\nuygulamalar\u0131na hay\u0131r denilmi\u015f. Ve y\u00fcz g\u00fcnden fazla s\u00fcren direni\u015flerle tarihe<br \/>\nge\u00e7mi\u015ftirler. S\u00fbr direni\u015fi tarihteki en uzun s\u00fcren halk direni\u015fi olarak yerini<br \/>\nald\u0131. <\/p>\n<p class=\" \">Rojava Devrimi\u2019yle birlikte i\u015fgalci ve i\u015fbirlik\u00e7i kesimler<br \/>\nRojava Devrimi\u2019ni bast\u0131rmak i\u00e7in her t\u00fcrl\u00fc ahlaks\u0131z uygulamalara giri\u015fmekten geri<br \/>\nkalmad\u0131lar. Ama i\u015fbirlik\u00e7i ajan kesimler d\u00fc\u015fmandan daha ac\u0131mas\u0131zca daha<br \/>\npervas\u0131zca sald\u0131r\u0131lar geli\u015ftirdiler. Hem i\u00e7erden halk\u0131 galeyana getirip,<br \/>\nk\u0131\u015fk\u0131rtmak, halk\u0131 g\u00f6\u00e7e y\u00f6neltmek, hem de d\u0131\u015fardan Rojava ve K\u00fcrt kar\u015f\u0131t\u0131<br \/>\ntoplant\u0131 ve forumlara kat\u0131lmak, d\u00fc\u015fmana maddi ve manevi destek sa\u011flamak ve<br \/>\nRojava-Ba\u015f\u00fbr s\u0131n\u0131r\u0131na hendekler kazmakla K\u00fcrtl\u00fcklerini ve t\u00fcm ulusal de\u011ferlerini<br \/>\nd\u00fc\u015fmana pe\u015fke\u015f \u00e7ektiler. \u0130\u015fbirlik\u00e7i K\u00fcrtlerin bu uygulamas\u0131 tarihteki uygulamalar\u0131n<br \/>\ng\u00fcn\u00fcm\u00fczdeki s\u00fcr\u00fcm\u00fc devam\u0131 niteli\u011findedir. Ve bunu yapan ise PDK ve ona ba\u011fl\u0131<br \/>\nolan ENKS\u2019dir.<\/p>\n<p class=\" \">Maxmur Kamp\u0131 veya \u015eeh\u00eed Rustem C\u00fbd\u00ee kamp\u0131nda ya\u015fam\u0131n\u0131 idame<br \/>\nettirenler 1990\u2019larda Bakur\u00ea K\u00fcrdistan\u2019da TC taraf\u0131ndan geli\u015ftirilen topyek\u00fcn<br \/>\nimha operasyonlar\u0131 sonucunda k\u00f6yleri yak\u0131lm\u0131\u015f, yak\u0131nlar\u0131n\u0131 kaybetmi\u015f ve g\u00f6\u00e7e<br \/>\nmaruz kalm\u0131\u015flard\u0131r. Bo\u011faz\u0131na kadar d\u00fc\u015fmanla i\u015fbirli\u011fine batm\u0131\u015f olan PDK\u2019nin -hat\u0131rlayanlar<br \/>\nbilir- Bakur\u00ea K\u00fcrdistan\u2019dan d\u00fc\u015fman\u0131n imha sald\u0131r\u0131lar\u0131ndan can\u0131n\u0131 son anda<br \/>\nkurtaran binlerce K\u00fcrt karde\u015fine pek karde\u015f\u00e7e yakla\u015ft\u0131\u011f\u0131 s\u00f6ylenemez. <\/p>\n<p class=\" \">BM\u2019nin m\u00fcltecilik stat\u00fcs\u00fcnde olmas\u0131na ra\u011fmen PDK her t\u00fcrl\u00fc<br \/>\ny\u00f6nelimi Maxmur sakinlerine uygulad\u0131. Adam ka\u00e7\u0131rma, katletme, hapsetme,<br \/>\nT\u00fcrkiye\u2019ye satma ve daha nice uygulama. PDK\u2019nin d\u00fc\u015fmanca politikalar\u0131ndan<br \/>\ndolay\u0131 Maxmur sakinleri \u00e7ok say\u0131da yerle\u015fim yeri de\u011fi\u015ftirmek zorunda kald\u0131. Baz\u0131<br \/>\nkamplarda bir ka\u00e7 ay kald\u0131, baz\u0131 kamplarda yakla\u015f\u0131k bir y\u0131l ve en sonunda da 18<br \/>\ny\u0131ld\u0131r Maxmur Kamp\u0131\u2019nda kalmaktad\u0131rlar. PDK\u2019nin d\u00fc\u015fmanca politikalar\u0131 bazen<br \/>\nazalsa da hi\u00e7 bitmedi. Maxmur halk\u0131na her zaman keyfi sorunlar \u00e7\u0131kartmalar<br \/>\ndevam etti. <\/p>\n<p class=\" \">Maxmur Kamp\u0131 sakinleri, siyasi m\u00fclteci stat\u00fcs\u00fcnde olduklar\u0131<br \/>\ni\u00e7in PDK bu stat\u00fcy\u00fc bitirmek i\u00e7in her t\u00fcrl\u00fc uygulamay\u0131 yapt\u0131. Maxmur Kamp\u0131<br \/>\nsakinlerine ayr\u0131mc\u0131l\u0131k, keyfi uygulamalar, gidi\u015f-geli\u015f yasa\u011f\u0131, i\u015fe almama,<br \/>\ni\u015ften \u00e7\u0131karma, g\u00fcvenli\u011fi almama, hizmet vermeme, hukuki i\u015flerde ma\u011fdur etme ve<br \/>\nnice uygulamalar ya\u015fand\u0131. Bir Maxmurlu i\u00e7in kamptan ba\u015fka bir yere gitmek<br \/>\n\u00f6rne\u011fin Hewl\u00ear, Sil\u00eaman\u00ee veya Dihok\u2019a gitmek her zaman bir i\u015fkence haline getirildi.<br \/>\nEvrak veya kimliklerin tamam olmas\u0131na ra\u011fmen kontrol noktalar\u0131nda her zaman<br \/>\nayr\u0131mc\u0131l\u0131k yap\u0131ld\u0131. Bir Maxmurlu i\u00e7in Hewl\u00ear\u2019e gitmek \u00c7in\u2019e gitmekten daha zor<br \/>\nbir duruma getirildi. Halbuki Maxmur Kamp\u0131 sivil bir kampt\u0131r. Ama her zaman<br \/>\nkeyfi uygulama ve yasaklara maruz b\u0131rak\u0131ld\u0131. <\/p>\n<p class=\" \">PDK g\u00fc\u00e7leri Maxmur Kamp\u0131\u2019na yine Hewl\u00ear\u2019e giri\u015fi yasaklad\u0131<br \/>\nve bir \u00e7ok \u015firket ve i\u015fyerinde \u00e7al\u0131\u015fan Maxmurlu, Genel Asayi\u015f M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fcn<br \/>\ntalimat\u0131yla i\u015ften \u00e7\u0131kar\u0131ld\u0131. Maxmur halk\u0131 ekonomik a\u00e7\u0131dan fazla imkanlara sahip<br \/>\nde\u011fil o y\u00fczden ekonomik a\u00e7\u0131dan Ba\u015fur\u00ea K\u00fcrdistan \u015fehirlerinde \u00e7al\u0131\u015farak<br \/>\nge\u00e7imlerini sa\u011flamaktalar. Ancak son d\u00f6nemde PDK-Mesut Barzani taraf\u0131ndan<br \/>\nkonulan ambargo nedeniyle t\u00fcm Maxmurlular i\u015flerinden edilmi\u015flerdir. PDK<br \/>\ntaraf\u0131ndan ba\u015flat\u0131lan uygulaman\u0131n d\u00fc\u015fman hukukunda ancak ya\u015fanaca\u011f\u0131 ortada. Maxmur<br \/>\nhalk\u0131na yap\u0131lan bu uygulama ulusal birli\u011fe vurulan bir darbedir. Maxmur halk\u0131na<br \/>\nyap\u0131lan bu t\u00fcr uygulamalar t\u00fcm K\u00fcrt halk\u0131na yap\u0131lm\u0131\u015ft\u0131r.
