Toplumun yasland\u0131\u011f\u0131 temel etik sorunlar\u0131 etkileyen bir<br \/>\ntart\u0131\u015fman\u0131n kayna\u011f\u0131 olan genetik m\u00fchendisli\u011finden, Ebola ve HIV vir\u00fcslerine<br \/>\nkar\u015f\u0131 giri\u015filen m\u00fccadeleye, a\u00e7l\u0131k ve fakirli\u011fi k\u00f6k\u00fcnden yok etme umudundan,<br \/>\nkirlili\u011fin yol a\u00e7t\u0131\u011f\u0131 \u00e7evreyle ilgili felaketlere ya da bizim \u00f6ng\u00f6rme<br \/>\nyeteneksizli\u011fimizin yol a\u00e7t\u0131\u011f\u0131 do\u011fal afetlere kadar tart\u0131\u015fmalar\u0131n merkezinde<br \/>\nyatan konu daima bilim, bilimin uygulan\u0131\u015flar\u0131 ve iktidarla ili\u015fkileridir.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Bilim, bizim korku, umut ve bazen de deh\u015fetten olu\u015fan karma<br \/>\nduygularla bak\u0131\u015flar\u0131m\u0131z\u0131 y\u00f6neltti\u011fimiz bir Pandora\u2019n\u0131n kutusuna benziyor. Ama<br \/>\nyine de bilim g\u00fcndelik hayat\u0131m\u0131z\u0131n ana bile\u015fenlerinden biri haline gelmi\u015f<br \/>\ndurumda.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Bilim, k\u00fclt\u00fcr\u00fcm\u00fcz\u00fcn temel bir bile\u015feni olarak kabul edildi\u011fi<br \/>\nzaman bile, ideolojiler taraf\u0131ndan ku\u015fat\u0131lma tehlikesine kar\u015f\u0131 ya da<br \/>\npolitikac\u0131lar\u0131n ve iktidar\u0131n ya da ekonomi lobilerinin \u00f6l\u00fcmc\u00fcl cazibesine kar\u015f\u0131<br \/>\nkendisini savunmak zorunda kalmas\u0131ndan \u00f6t\u00fcr\u00fc, bu m\u00fccadele devam etti. <\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">\u00d6zellikle biyoloji bir biyolojik s\u00f6m\u00fcr\u00fc arac\u0131 olarak<br \/>\nkullan\u0131ld\u0131. Bug\u00fcnlerde<br \/>\n\u00e7e\u015fitlilik kavram\u0131ndan s\u0131k s\u0131k s\u00f6z edilmektedir. Ama \u2018insanlar\u0131n \u00e7e\u015fitlili\u011fi<br \/>\nbiyolojik bir temele sahiptir\u2019 s\u00f6z\u00fcnde a\u00e7\u0131k\u00e7a \u00f6zetlendi\u011fi gibi, bu ilke<br \/>\nnasyonal sosyalist ideolojide de aynen savunulmaktad\u0131r. O nedenle, as\u0131l hayati<br \/>\nnokta \u00e7e\u015fitlili\u011fin tan\u0131nmas\u0131ndan ziyade hem \u00e7e\u015fitlili\u011fin hem de e\u015fitli\u011fin kabul<br \/>\nedilmesidir. Ama kimilerinin ya\u015famay\u0131 hak etmesine kar\u015f\u0131l\u0131k kimilerinin bunu<br \/>\nhak etmedi\u011fini iddia eden temel e\u015fitsizlik d\u00fc\u015f\u00fcncesi \u00fczerine kurulmu\u015f bulunan<br \/>\nfa\u015fist ideoloji, e\u015fitlik kavram\u0131na kar\u015f\u0131 \u00e7\u0131kar. Asl\u0131nda Nazi d\u00f6neminde<br \/>\nAlmanya\u2019da devletin \u00f6jenistleri (\u0131rk\u0131n kal\u0131tsal \u00f6zellikleri \u00fczerine hakim<br \/>\netkileri inceleyen bilim dal\u0131 uzman\u0131) psikiyatrlar\u0131, antropologlar\u0131 ve doktorlar\u0131<br \/>\nistihdam etmesinin amac\u0131, her bir yurtta\u015f i\u00e7in, ya\u015famay\u0131 hak etti\u011fi d\u00fc\u015f\u00fcn\u00fclen<br \/>\nAlmanlar\u0131 , Yahudilerden, \u00c7ingenelerden ya da \u00f6b\u00fcr az\u0131nl\u0131k gruplar\u0131ndan gelen<br \/>\ninsanlardan ay\u0131rmaya yarayacak bir \u2018biyolojik\/kal\u0131t\u0131m belgesi\u2019 d\u00fczenlemekti.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Bruno ve Galileo gibi simalar\u0131n simgeledi\u011fi modern bilimin<br \/>\ny\u00fckseli\u015finden sonra end\u00fcstri devrimi, bilim ve iktidar aras\u0131ndaki ili\u015fkiyi<br \/>\nd\u00f6n\u00fc\u015ft\u00fcrd\u00fc. Bu \u00f6nemli tarihsel olaydan do\u011fan kapitalizm, tamamen yeni bir<br \/>\ntoplumun ortaya \u00e7\u0131k\u0131\u015f\u0131n\u0131 belirledi. Bu yeni bir toplumdu, \u00e7\u00fcnk\u00fc yeni bir<br \/>\niktidar kavram\u0131na yaslan\u0131yordu ve ahlaki y\u00fck\u00fcml\u00fcl\u00fcklerin bir temeli olarak<br \/>\ngeleneksel de\u011ferlerin yerine b\u00fcy\u00fck \u00f6l\u00e7\u00fcde bilim ge\u00e7mi\u015fti.<span>\u00a0 <\/span><\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Bug\u00fcn bilim ve iktidar aras\u0131ndaki kar\u015f\u0131la\u015fma, \u00f6zg\u00fcrl\u00fcklerine<br \/>\nd\u00fc\u015fk\u00fcn bilim adamlar\u0131 ve bilim ile onlar\u0131n ara\u015ft\u0131rma faaliyetlerinin belli<br \/>\nba\u015fl\u0131 mali kayna\u011f\u0131 olan ve d\u00fcnyan\u0131n en iyi ama\u00e7lar\u0131 do\u011frultusunda olsa bile<br \/>\ns\u0131kl\u0131kla bilimi \u2018suistimal\u2019 etmeye haz\u0131r olan h\u00fck\u00fcmetler aras\u0131nda cereyan eden<br \/>\nbir tart\u0131\u015fma bi\u00e7imine d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. \u0130ktidar\u0131n suistimal edilmesi yaln\u0131zca h\u00fck\u00fcmetlere<br \/>\n\u00f6zg\u00fc de\u011fildir  s\u0131kl\u0131kla \u00f6nemli end\u00fcstri gruplar\u0131yla ittifak kuran bilim<br \/>\nlobileri de (ara\u015ft\u0131rma politikalar\u0131 \u00fczerinde yakla\u015f\u0131k k\u0131rk y\u0131l boyunca etkili<br \/>\nolan atom ara\u015ft\u0131rmalar\u0131 lobisinde ya\u015fand\u0131\u011f\u0131 gibi) bilimsel ara\u015ft\u0131rma s\u00fcrecini<br \/>\nyoldan \u00e7\u0131karabilir.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">II.D\u00fcnya sava\u015f\u0131n\u0131n sona ermesi bu durumu gayet iyi g\u00f6steren<br \/>\nbir d\u00f6n\u00fcm noktas\u0131d\u0131r. Bu noktadan sonra \u00fclke y\u00f6netimleri, \u00fcniversitelerin<br \/>\nalanlar\u0131n\u0131n d\u0131\u015f\u0131nda kalan bilimsel programlarla yo\u011fun bir \u015fekilde ilgilendi.<br \/>\n\u0130\u015fte bu durum \u2018b\u00fcy\u00fck bilimin\u2019 do\u011fu\u015funu g\u00f6stermektedir. Bug\u00fcn bir ya da daha<br \/>\nfazla h\u00fck\u00fcmetin i\u015fin i\u00e7inde olmad\u0131\u011f\u0131 \u00f6nemli bir bilimsel geli\u015fmenin d\u00fc\u015f\u00fcn\u00fclmesi<br \/>\nbile zordur. II.D\u00fcnya sava\u015f\u0131 boyunca y\u00fcr\u00fct\u00fclen askeri ara\u015ft\u0131rmalar yeni<br \/>\nteknolojilerin ve \u00fcr\u00fcnlerin inan\u0131lmaz \u00f6l\u00e7\u00fcde geli\u015fmesiyle sonu\u00e7land\u0131. Jet<br \/>\nmotoru, uydular\u0131 d\u00fcnya \u00e7evresinde y\u00f6r\u00fcngeye oturtan roketler, radar,<br \/>\nelektroni\u011fin ve bilgisayar\u0131n geli\u015fmesi, penisilin ve daha bir\u00e7oklar\u0131 bunun<br \/>\n\u00f6rne\u011fidir. Bilim, sava\u015f\u0131n kazan\u0131lmas\u0131nda dikkat \u00e7ekecek kadar etkili olmu\u015ftu<br \/>\nbar\u0131\u015f zaman\u0131nda da ekonomi ve toplum a\u00e7\u0131s\u0131ndan sava\u015ftakiyle e\u015fit \u00f6l\u00e7\u00fcde etkili<br \/>\nolmas\u0131 bekleniyordu. D\u00fcnyan\u0131n d\u00f6rt bir yan\u0131ndaki \u00fclkeler, bilimsel altyap\u0131y\u0131<br \/>\nyeni duruma uygun olarak iyile\u015ftirme ya da yoksa bilimsel bir altyap\u0131 yaratma<br \/>\nkayg\u0131s\u0131yla kendi bilimsel kaynaklar\u0131n\u0131 yeniden de\u011ferlendirmeye ba\u015flad\u0131. <\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Bilimin ve bilimsel bilginin, i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z insan<br \/>\ntoplulu\u011funu \u015fekillendirmede g\u00fc\u00e7l\u00fc aletler oldu\u011funu kabul ederek bilimin ve<br \/>\nteknolojinin toplumsal i\u015flevine daha fazla kafa yormak gerekiyor. Franco<br \/>\nFrerrarotti\u2019nin i\u015faret etti\u011fi gibi, bu i\u015flevlerin en \u00f6nemlilerinden biri<br \/>\nenformasyondur. Enformasyon insan\u0131n geli\u015fiminin zaruri \u00f6nko\u015fulu haline geldi.<br \/>\n\u0130nsan\u0131n insan taraf\u0131ndan s\u00f6m\u00fcr\u00fclmesi 18. ve 19. y\u00fczy\u0131llar boyunca dolays\u0131z ve<br \/>\na\u015fa\u011f\u0131 yukar\u0131 nicelle\u015ftirilebilir bir \u00f6zellik ta\u015f\u0131yordu. \u0130nsan\u0131n insan<br \/>\ntaraf\u0131ndan s\u00f6m\u00fcr\u00fclmesi, kol eme\u011fi, \u00e7al\u0131\u015fma saatleri, \u00fccret d\u00fczeyleri ve fabrika<br \/>\ndisipliniyle ilintiliydi. Oysa bug\u00fcnk\u00fc senaryo bundan epey farkl\u0131d\u0131r. Kapitalin<br \/>\nbirinci cildinde sunulan betimleme g\u00fcn\u00fcm\u00fczde savunulamaz. \u0130nsan\u0131n<br \/>\ns\u00f6m\u00fcr\u00fclmesinin yeni de\u011fi\u015fkenleri, yal\u0131t\u0131lma, ayr\u0131 tutulma, yaln\u0131zl\u0131k, ihmal<br \/>\nedilme ve d\u0131\u015flanmad\u0131r. Modern d\u00fcnyada s\u00f6m\u00fcr\u00fclenler, topluluk hayat\u0131n\u0131n<br \/>\nk\u0131y\u0131s\u0131nda kalanlar ve topluluk hayatlar\u0131 t\u00fckenenlerdir. \u0130ktidar bug\u00fcn dolays\u0131z<br \/>\neyleme ba\u015fvurarak de\u011fil, basit\u00e7e g\u00f6rmezden gelerek, m\u00fcdahale etmede yetersiz<br \/>\nkalarak, \u00f6nlem almay\u0131 reddederek, hukuki bi\u00e7imcili\u011fin ve politik felcin<br \/>\nbirbirini takviye etti\u011fi karma\u015f\u0131k ve m\u00fckemmeliyet\u00e7i uygulamalar\u0131n arkas\u0131na<br \/>\ns\u0131\u011f\u0131narak s\u00f6m\u00fcrmekte ve bask\u0131 alt\u0131na almaktad\u0131r.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">\u0130\u00e7inde bulundu\u011fumuz y\u00fczy\u0131l\u0131n ba\u015flang\u0131c\u0131nda iktidar\u0131n<br \/>\nrasyonel bir taban\u0131 olmas\u0131 genel kabul g\u00f6rm\u00fc\u015ft\u00fcr.<span>\u00a0 <\/span>Ama 1920\u2019li y\u0131llarda ikinci bir d\u00f6n\u00fcm noktas\u0131<br \/>\ndaha ya\u015fand\u0131. Heisenberg ve di\u011ferlerinin ortaya koyduklar\u0131 \u00e7al\u0131\u015fmalardan bu<br \/>\nyana, bize d\u00fcnyaya ili\u015fkin tamamen yeni bir g\u00f6r\u00fc\u015f a\u00e7\u0131s\u0131 sunan yeni bir bilimin<br \/>\ny\u00fckseli\u015fe ge\u00e7mesine tan\u0131k olduk. Farkl\u0131 bir do\u011fa imgesine ve bundan dolay\u0131 da<br \/>\nfarkl\u0131 bir bilim imgesine sahibiz. Kesinliklerin sonuna geldik. Bilimsel<br \/>\ng\u00f6zlemin t\u00fcm d\u00fczeylerinde, do\u011fan\u0131n bir anlat\u0131 \u00f6\u011fesi i\u00e7erdi\u011fini ke\u015ffettik. \u0130ster<br \/>\nkozmoloji, ister par\u00e7ac\u0131k fizi\u011fi ya da isterse biyoloji olsun her yerde<br \/>\nistikrars\u0131zl\u0131klar\u0131 ve dalgalanmalar\u0131 ke\u015ffettik. \u0130yi tan\u0131mlan\u0131p s\u0131n\u0131rland\u0131r\u0131lm\u0131\u015f<br \/>\nko\u015fullar alt\u0131nda bir sistemin benzersiz bir yol izleyece\u011fi ve parametrelerde<br \/>\nyap\u0131lacak k\u00fc\u00e7\u00fck bir de\u011fi\u015fikli\u011fin benzer \u015fekilde sonu\u00e7lar a\u00e7\u0131s\u0131ndan da k\u00fc\u00e7\u00fck bir<br \/>\nde\u011fi\u015fme \u00fcretece\u011fi y\u00f6n\u00fcndeki d\u00fc\u015f\u00fcnce, klasik do\u011fa g\u00f6r\u00fc\u015f\u00fcnde \u00fcst\u00fc kapal\u0131 bir<br \/>\n\u015fekilde yer almaktad\u0131r. \u015eimdi bu d\u00fc\u015f\u00fcncenin basitle\u015ftirilmi\u015f, idealle\u015ftirilmi\u015f<br \/>\ndurumlar i\u00e7in ge\u00e7erli oldu\u011funu biliyoruz. Sistemlerin genelde, do\u011frusal olmayan<br \/>\nyasalar uyar\u0131nca i\u015fledi\u011finin ve ani ge\u00e7i\u015fler, durumlar\u0131n \u00e7ok t\u00fcrl\u00fcl\u00fc\u011f\u00fcn\u00fc, kendi<br \/>\nkendini \u00f6rg\u00fctleme ve \u00f6nceden kestirilemezlik bi\u00e7imleri alt\u0131nda karma\u015f\u0131k<br \/>\ndavran\u0131\u015flar sergiledi\u011finin fark\u0131na var\u0131lmas\u0131yla birlikte perspektifimizde<br \/>\nk\u00f6kten bir de\u011fi\u015fme olu\u015fmaktad\u0131r. B\u00f6ylelikle, y\u00fczy\u0131l sona ererken hem bilimle<br \/>\nhem de iktidarla ba\u011fda\u015ft\u0131r\u0131lan ideolojilerin krize girdiklerini g\u00f6rebiliyoruz.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Bir yandan bilim ve teknoloji ile \u00f6b\u00fcr yandan politik<br \/>\niktidar ve y\u00f6netim aras\u0131ndaki ili\u015fkiyi yeniden ele alman\u0131n zaman\u0131 gelip \u00e7att\u0131.<br \/>\n\u00d6zellikle \u00fclke y\u00f6netimlerinin bilim politikalar\u0131 bundan b\u00f6yle k\u00fc\u00e7\u00fck uzmanlar<br \/>\ntak\u0131m\u0131n\u0131n sa\u011flad\u0131\u011f\u0131 uzman bilgisi temelinde kararla\u015ft\u0131r\u0131lamaz  bunun yerine,<br \/>\ns\u00f6z konusu politikan\u0131n, toplumun karardan etkilenen t\u00fcm \u00f6\u011felerinin i\u015fin i\u00e7ine<br \/>\nkat\u0131ld\u0131\u011f\u0131 uzun bir karar verme s\u00fcrecinin sonucunda saptanmas\u0131 gerekir. \u2018Bilimin<br \/>\nyurtta\u015fa geri d\u00f6nmesi\u2019 diyebilece\u011fimiz \u015feydir. Ayr\u0131ca, bilime ili\u015fkin uluslar<br \/>\naras\u0131 programlar\u0131n ama\u00e7 ve i\u00e7eri\u011finin yaln\u0131zca imtiyazl\u0131 bir az\u0131nl\u0131\u011fa de\u011fil,<br \/>\ntemel insan ihtiya\u00e7lar\u0131na, insanl\u0131\u011f\u0131n tamam\u0131na hizmet edecek \u015fekilde yeniden<br \/>\ny\u00f6nlendirilmesi gerekiyor.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">\u201cG\u00fcn\u00fcm\u00fczde kapitalist modernite, t\u00fcm parametrelerinde<br \/>\ns\u00fcrd\u00fcr\u00fclemezlik i\u015faretlerini veriyorsa bunda en b\u00fcy\u00fck pay sahibi dayand\u0131\u011f\u0131<br \/>\n\u2018Bilimsel y\u00f6ntem\u2019dir. Dolay\u0131s\u0131yla sistem ele\u015ftirisini dayand\u0131\u011f\u0131 y\u00f6ntemde ve<br \/>\nortaya \u00e7\u0131kar\u0131lan \u2018Bilimsel disiplin\u2019lerde geli\u015ftirmek ya\u015famsal \u00f6neme sahiptir.<br \/>\nSosyalist ele\u015ftiri de dahil t\u00fcm sistem ele\u015ftirilerinin temel zaaf\u0131 sistemin<br \/>\ndayand\u0131\u011f\u0131 ve onu var k\u0131lan y\u00f6ntemin ayn\u0131s\u0131n\u0131 kullanmalar\u0131d\u0131r. Halbuki o y\u00f6nteme<br \/>\ndayanarak in\u015fa edilen toplumsal ger\u00e7eklik ayn\u0131 y\u00f6ntemle ne kadar ele\u015ftirilse<br \/>\nde, ayn\u0131 sonu\u00e7la kar\u015f\u0131la\u015fmaktan kurtulamaz. G\u00f6z kama\u015ft\u0131r\u0131c\u0131<br \/>\ng\u00f6zlemler, hipotezler, teoriler ve ke\u015fifler eski Yunan\u2019da ve Akdeniz d\u00fcnyas\u0131nda<br \/>\nat\u0131l\u0131m yapt\u0131 ve modern bilimsel d\u00fc\u015f\u00fcncenin k\u00f6kenini olu\u015fturdu. Aristotales\u2019in tan\u0131m\u0131nda insan \u2018politik bir hayvan\u2019d\u0131r. Burada<br \/>\n\u2018hayvan\u2019 terimi insan\u0131n cinsini, \u2018politik\u2019 terimiyse t\u00fcrleri belirleyen<br \/>\nfarkl\u0131l\u0131\u011f\u0131 temsil eder. Aristotales bize, iktidar\u0131n \u00e7e\u015fitli kullan\u0131m ve da\u011f\u0131t\u0131m<br \/>\nyollar\u0131na g\u00f6re ilk iktidar ve y\u00f6netim s\u0131n\u0131fland\u0131rmas\u0131 sunar. Epikuros ve Lucretius gibi devlet<br \/>\niktidar\u0131 kar\u015f\u0131s\u0131ndaki g\u00fc\u00e7s\u00fczl\u00fcklerinin fark\u0131na varan bilim insanlar\u0131 bu<br \/>\nmutlakiyet\u00e7i devlete bir tepki olarak, d\u0131\u015f d\u00fcnyadan ve bundan dolay\u0131 ge\u00e7ici<br \/>\niktidardan ba\u011f\u0131ms\u0131z bir ahlaki m\u00fckemmelli\u011fe varma aray\u0131\u015flar\u0131yla kendi i\u00e7lerine<br \/>\nkapand\u0131lar.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Epikuros, okulunu Midilli\u2019de kurdu ve Pythagoras\u00e7\u0131 gelene\u011fi<br \/>\nizleyerek kad\u0131nlar\u0131 ve k\u00f6leleri de \u00f6\u011frenci olarak kabul etti. Epikuros\u00e7uluk hem<br \/>\nRodos\u2019ta hem de Roma\u2019da<span>\u00a0 <\/span>imtiyazl\u0131<br \/>\ns\u0131n\u0131f\u0131n felsefesi haline gelen Stoac\u0131l\u0131\u011f\u0131n tersine, halk\u0131n \u00f6\u011fretisi oldu. Bu<br \/>\ndurum, bilim ve anayasal iktidar aras\u0131nda tarihteki ilk ciddi \u00e7at\u0131\u015fma ortam\u0131n\u0131<br \/>\nhaz\u0131rlad\u0131. Epikuros\u2019un bilim ve toplum aras\u0131ndaki ili\u015fkide oynad\u0131\u011f\u0131 temel rol,<br \/>\nDemokritos ve di\u011fer bilim insanlar\u0131n\u0131n bilimsel ve toplumsal teorilerinden<br \/>\nbesleniyordu. Demokritos\u2019un atomistik sezgisi asl\u0131nda fiziksel d\u00fcnyam\u0131z\u0131<br \/>\ny\u00f6neten do\u011fal sisteme ili\u015fkin en y\u00fcksek g\u00f6r\u00fc\u015f a\u00e7\u0131s\u0131n\u0131 temsil ediyordu.<br \/>\nEpikuros, k\u00fclt\u00fcr\u00fcm\u00fcz\u00fcn temel bir g\u00f6r\u00fcn\u00fcm\u00fc ve bundan dolay\u0131 toplumsal<br \/>\n\u00e7at\u0131\u015fmalardaki ve iktidardaki m\u00fccadelelerindeki etkin bir \u00f6\u011fe olarak bilimin<br \/>\nta\u015f\u0131d\u0131\u011f\u0131 \u00f6nem hakk\u0131nda Demokritos\u2019u ortaya att\u0131\u011f\u0131 teorileri en u\u00e7 noktalara<br \/>\ng\u00f6t\u00fcrd\u00fc.
